Congress and the EPA. A serious dilemma.
The court ruled if I read the decision correctly, that a regulatory agency cannot regulate unless Congress has legislated the authority. I certainly do not like the implications of this decision. I also realize that people like myself prefer more democratic and less bureaucratic management of society. So the outcome we want does not fit the procedures we prefer.
This gets really important because the response to climate change will probably have to be more centralized, even authoritarian than we like.
