Very incomplete thinking. I have said this in different ways but still trying to get it clear.

I don't see any plan (phasers plus required resources) that takes the current fossil fuel regime and cuts out a piece of it. (The Merchant of Venice probkm, ä pound of flesh)

Target: Have to choose. specify. Specification means name and then procedure. Talk to someone who has the authority (this is hard and in most cases means opening institutionally locked doors.)

Method of coping with system breakdown caused by turning off an essential process
