While discussing bureaucracy it is timely to merge that discussion with a discussion about capitalism. It's the use of capital by some for their own benefit that has created a society that extracts wealth from the land (food, minerals, coal, oil) and from people (slaves, employees). Capital is the surplus produced by a society. but is unequally owned, with powerful negative consequences. It started among earlier nomads in their efforts to manage who owned a new head of cattle (head in Latin, Cap) With some adults stronger than others, a system arose where some owned and some did not, and those that did use that capital for their one enhancmen. So we end now in a system where a social product, capital, is owned by some and not the others. Those who do look for regulations, habits, and laws that enhance their own position but weaken the position of those who don’t.
Bureucracy is the tool to make all this happen.
