COP 28 is open. I think it is simple: two possible directions
replace fossil fuels with renewables slowly so that we maintain growth and continue burning fossil fuels hidden by rhetorical card up your sleeve dishonesty such as net-zero (burn now freely but promise to take the resulting CO2 out of the atmosphere after 2030 with as yet uninvented technologies. Use government guarantees so if projects fail investors get paid anyway.
2, Rethink what we are doing, recognize that the economy is real but is only part of society. Develop a sense of the more modest legitimate needs of all of society and figure out how to meet them. Realize that real wealth is fresh air, c;len water, wonderful meals, easy access to, if not in, nature. Arts and education.
The opening plenary began with things like "We will be discussing report cc445-phj appendix 3 minus paragraph 42 where we could not reach a consensus and I will report at the closing plenary. (no room left for direct discussion).” I made this up but it represents the fact that the conference is built around bureaucracies that support the money approach: "funding obligations” show that the c;limaty crisis is being contained within the economy. The climate crisis is global, but the money focus means treating climate as a crisis of economy whereas it is society. The focus on economics means that the goal is to maintain growth and to continue pumping and burning fossil-fuel Republic means the whole society belongs to all the people.
The economy is doing well but the people are doing badly.
The money focus means that COP 28 is to keep the economy going while making some changes.
A social focus would be for the well-being of people. Not just health and education, but full-on quality of life. Living with nature, not on it.
